On the evening of July 3, Shen Xiaoming, secretary of the CPC Hunan Provincial Committee, and Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and governor of the People's Government of Hunan Province, inspected the urban operation safety of Changsha City and then held a special meeting. The inspection team did not send heads-up notifications or listen to work reports, and went directly to the primary level units and work fields without accompany or reception.

The meeting called for studying and implementing the spirit of General Secretary Xi Jinping's important remarks on coordinating development and security, and urban planning, construction, and management; promoting safe development; raising public awareness that life matters most and that safety comes first; and, ensuring the safety of urban operation and governance with a strong sense of responsibility, so that the city is safer, the management more intelligent, and the people leads a better life.

Provincial leaders Li Dianxun, Wu Guiying, Xie Weijiang, Jiang Difei, and Zhou Haibing attended.

On the evening of July 3, Secretary Shen and Governor Mao led a group to inspect the stalls along the street and gas and electricity safety at the Yangfan Night Market in Dongtundu Neighorhood, Furong District, Changsha City.

On the evening of July 3, they came to the Huangxing South Pedestrian Commercial Street, Wuyi Business District, to check outdoor billboards, evacuation channels, and other safety hazards.
