The Office of Hunan Provincial River Chief System Working Committee recently announced the results of 2022 Hunan Provincial "Excellent River and Lake Chiefs", "Beautiful Rivers and Lakes", and "Excellent River and Lake Guardians". Bailian Reservoir in Hengdong County, Hengyang City, made the list of 2022 Hunan Provincial "Beautiful Rivers and Lakes".

Located in Bailian Village, Bailian Town, Hengdong County, the Bailian Reservoir is the largest reservoir in the county, with a water area of more than 5,000 mu (333.3 ha.). It was built in 1958 and completed in 1959 to store water. The reservoir has a total storage capacity of 33 million cubic meters, a normal water level of 89.87 meters, and a normal storage capacity of 26.5 million cubic meters. It is a medium-sized water conservancy project that integrates comprehensive utilization of flood control, power generation, and water supply.

Since the launch of the river chief system, Hengdong County has rolled out a series of measures such as the "Hengdong County River Chief System Work Assessment Measures". It clarified the general idea and targets and established a three-level river chief system for counties, townships, and villages. All the 73 large and small rivers in the county, including the Xiangjiang River, Mishui River, and Yongle River, have their own river chiefs, who will exercise careful stewardship over the rivers. Up to now, there are a total of 314 "river chiefs" in Hengdong County safeguarding every river in the county.
