The Hunan Development and Reform Commission on March 28 announced 324 key construction projects for 2023. With a total investment of 2,134.25 billion CNY and annual planned investment of 461.68 billion CNY, these projects set a record high in both the number and the investment volume.

These projects include 121 projects for infrastructure construction; 178 for industrial development; 15 for people's wellbeing; and, 10 for eco-environmental protection.

Among the infrastructure construction projects, 55 are related to transportation network, including Changsha-Ganzhou High-speed Railway, Shaoyang-Yongzhou High-speed Railway, Tongren-Jishou Railway, and G59 Guanzhuang-Xinhua Highway; 26 are related to power grid, including Ningxia-Hunan UHV power transmission project and Yueyang Power Plant; seven for water conservancy, such as Quanmutang and Daxingzhai reservoirs; and, some other projects concerning information technology and logistics.

The 178 industrial development projects include the Zoomlion advanced manufacturing base in the Xiangjiang New Area; the parts and engineering machinery expansion project of Sany Intelligent Heavy-duty Truck; 10GW high-efficiency HIT solar cells and components production base; international intelligent manufacturing base of the Hunan Sinoboom Intelligent Equipment Co, Ltd.; CRRC Zhuzhou "Dual-carbon" Industrial Base; the new energy automobile production base of the BYD Auto Changsha Branch; Geely new energy automobile production base in Xiangtan; and, Beijing Auto's automobile product upgrading project.

The 15 projects for people's wellbeing will be implemented, including renovation of the old gas pipelines in all cities and city-level counties; renovation of old urban residential communities; construction of the national medical center; construction of the Loudi Chengnan Hospital; and, construction of the Xiangtan Jiuhua Central Hospital.

The 10 projects for eco-environmental protection include water environment comprehensive treatment around Hunan Province for the Yangtze River Ecological Protection, and the Xiangjiang River basin eco-environment comprehensive treatment in Yongzhou City.

In 2023, Hunan will leverage government investment and policy incentives to drive social investment, striving to achieve a more than 7% growth in annual fixed-asset investment and boost high-quality development based on high-quality investment.
