The CCID Consulting Research Center on County Economies, a think tank under the Ministry of Industry and Information Technology, announced the 2023 list of CCID Top 100 Districts on August 8. Hunan has six districts on the list, of which five are in Changsha City. Changsha’s Yuhua, Yuelu, Tianxin, Furong, and Kaifu districts respectively ranked 10th, 50th, 51st, 68th, and 86th, and Changde’s Wuling District ranked 60th on the list.

CCID has established an evaluation system to evaluate high-quality economic development of urban districts, based on 23 secondary indicators in five aspects – economic strength, drivers of growth, internal supports, regional energy levels, and sharing development. The evaluation range covered 910 districts of prefecture-level and sub-provincial cities across the country.

Rising three places over last year’s list, Yuhua District continued to hold the first place among the urban districts in central and western provinces. It is the only district in the non-coastal provinces listed among the top 10, standing out among 910 candidate districts. In 2022, Yuhua District’s GDP hit 247.8 billion CNY, in the first rank among the urban districts in central and western provinces. In the first half of this year, it took the lead in the province with a 4.8% year-on-year growth of GDP. The growth rate of added value of its large industrial businesses reached 19.9%, in the top rank nationwide. As for sci-tech innovation, Yuhua District has completed technical contract transactions worth 11.434 billion CNY in the first half of the year, doubling last year’s figure. At present, Yuhua District has 95 sci-tech innovation platforms, including key laboratories, engineering and technological research centers, and enterprise technological innovation centers. Among them, two are ranked at the national level, 61 at the provincial level, and 30 at the municipal level.
