The 2023 Hunan Int'l General Aviation Industry Expo opened on September 21. On that evening, Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and Hunan governor, met in Changsha with the guest representatives to attend the expo.

Officers and leaders attending the meeting included Zou Peng, executive deputy director of the Office of the Central Air Traffic Management Committee; Bater, member of the Standing Committee of the CPC Hainan Provincial Committee and executive vice governor of Hainan Province; Liu Jingnan and Xiang Jinwu, academicians of the Chinese Academy of Engineering; and, Qu Hai, general secretary of the Hunan Provincial People's Government.

Governor Mao welcomed the guests. He mentioned that, Hunan Province is the largest R&D base and the only industrial base with distinctive features for small and medium-sized aero-engines. Nine out of every 10 domestically produced small and medium-sized aero-engines are produced in Hunan.

Hunan was approved as China's first pilot province for low-altitude airspace management reform in 2020. Since then, it has actively seized opportunities and rolled out industry cultivation plans and 12 measures to build a "1+13+N" general airport network. It has taken the national lead in achieving 12 reform outcomes, and created a "Hunan model" of low-altitude airspace reform.

In 2022, Hunan's general aviation manufacturing revenue reached 51 billion CNY, an average annual growth of 21%; the annual flight time totaled 29,800 hours, increasing by 48%; and, 61 general airports have been approved.

In line with the goals outlined in the "Three Hubs and Four New Missions" blueprint drawn by President Xi Jinping, Hunan is accelerating the construction of a modernized industrial system and taking every effort to build an aviation manufacturing base of national importance. It strives to achieve a general aviation manufacturing revenue of more than 100 billion CNY by 2025.

Governor Mao expected all parties involved to give play to their respective advantages, and deepen cooperation in such aspects as accelerating general aviation infrastructure construction, collaborating to make innovations and tackle key technological problems, and improving general aviation service system. He expected speeding up industrialization of aviation materials, technologies, and equipment, and making concerted efforts to build aviation industry into a key superiority of Hunan Province.

The guest representatives spoke highly of Hunan's general aviation industry with solid foundation, full vitality, and great potential. They hoped to take this expo as an opportunity to enhance collaboration with Hunan in leveraging the advantages of general aviation applications, cultivating professional personnel, and fostering general aviation industrial ecology, so as to promote high-quality development of the general aviation undertaking.
